- To Construct Individual House hold Toilets and Community and Public Toilets to eradicate open defecation in all the cities and towns of India
- To ensure door-to-door collection and disposal of ‘Solid Wastes’ in all the cities and towns of India
All the 476 Class I cities in the 31 States in India were surveyed and ranked based on the data pertaining to the practices covering a set of parameters including the following:
- The extent of open defecation,
- Solid waste management,
- Septage management,
- Waste water treatment,
- Drinking water quality,
- Surface water quality of water bodies and
- Mortality due to water born diseases etc.
The Press Information Bureau of the ‘Ministry of Urban Development’ of the Union Government of India, under ‘Swachh Bharat’ Scheme has published on 8th August 2015, a list of rankings of 476 Class I cities in 31 States of India, for which surveys were taken as detailed below:

The following are some of the ‘Highlights’ of the Reults of the Survey of ‘Swachh Bharat’Scheme:
- The State of Karnataka has 4 cities in the ‘Top 10’, with Mysore in Number One
- The State of West Bengal has 25 cities in the ‘Top 100’
- The Southern States have 39 cities in the ‘Top 100’
- The Northern States have 12 cities in the ‘Top 100’
- The Northern States have 74 cities in the ‘Bottom 100’
- The Eastern States have 21 cities in the ‘Bottom 100’
- The Western State have 3 cities in the ‘Bottom 100’
- The Southern States have 2 cities in the ‘Bottom 100’
- Out of 27 State Capital Cities surveyed are in the ‘Top 100’ and 5 State Capital Cities are ranked below 300.
- Bengaluru, the capital of Karnataka is in the 7th rank and Patna the capital of Bihar is in the bottom at 429th rank
